Berwick Bassett and Winterbourne Monkton Parish Council
Minutes of the meeting of the Council held on Monday 30th September 2024, at 7.30pm. at Winterbourne Monkton Community Hall.Present: Cllr J Petchey (vice Chair), Cllr Swinyard, Cllr S Petchey (Note Taker),Cllr Scott, Cllr Pattinson.
1. Apologies for absence: Cllr Woodward (Chair)

3. Questions from the Public: None present.
4. Minutes of meeting of 3rd September 2024
Accepted by the meeting, awaiting signature by Cllr Woodward
5. Matters arising from meeting of 3rd September 2024
Cllr Scott confirmed the HSBC accounts were now closed.
Cllr Scott was authorised to pay the tax on the Clerk’s final payment of £53.20.
The final AGAR form is now ready and will be uploaded to the website.
Internal Audit Reports
It was confirmed that all audit recommendations were now implemented and problems rectified.
6. Written reports from Councillors
Old Dairy Lane
Cllr S Petchey’s correspondence with Rivar was attached to his report. Some discussion was occasioned by Rivar’s references to the ‘flood plain’, and the situation with regard to interconnection of Avebury and Winterbourne Monkton floods was clarified.
Planning
The last three weeks Applications/Decisions were forwarded to Cllr. Pattison. The only one of relevance was an amendment to the application to extend at the Birches which councillors felt no need to respond to.
Footpath by the Bourne
Following a conversation with the owner of the land next to the footpath by the Bourne he agreed that the PC could proceed to clear the area to improve it as a public amenity. A local lad will be asked to do the work and a sum of £200 was agreed to be set aside for the commencement of this work.
Cllr. Scott will set this in motion.

6.Millenium Bench
Cllr Scott will transfer £299.00 to the Church for its acquisition.

7. Parish Clerk Recruitment
The Chair had sent through a CV he had received and plans to contact the candidate shortly.
9. Avebury Car Parking for villagers
This is awaiting investigation by the Chair.

10. Website and Mail system
The website and the mail system continued to be a struggle. It was agreed that Cllr S Petchey will contact Andrew George-Perutz for advice on using the Netwise facility. As the Community Hall has its own website it was felt that we could remove the community segment from the PC website.

11. Confirmation of items for press release
It was agreed to prepare a brief entry for the Upper Kennet News detailing the work undertaken by the Council for Berwick Bassett. Text by Cllr S. Petchey, to be submitted by Cllr Scott.

12. Date of next Meeting
Wednesday November 6th 2024 in the Community Hall.
